Accessibility statement

In the following, most text is text prescribed by the UK Government, according to https://accessibility.campaign.gov.uk.

This website is run by New Town & Broughton Community Council (NTBCC). NTBCC wants as many people as possible to be able to use this website. For example, that means you should be able to:

  • change colours, contrast levels and fonts
  • zoom in up to 300% without the text spilling off the screen
  • navigate most of the website using just a keyboard
  • navigate most of the website using speech recognition software
  • listen to most of the website using a screen reader (including the most recent versions of JAWS, NVDA and VoiceOver)

NTBCC has also made the website text as simple as possible to understand.

NB NTBCC has not been able to check all of the above. However, NTBCC strongly believes that this website is accessible according to the international WCAG 2.1 AA accessibility standard. How accessible this website is

However, NTBCC believes that some parts of this website are not fully accessible:

  • some text may not reflow in a single column when you change the size of the browser window
  • you may not be able to modify the line height or spacing of text
  • PDF documents may not be not fully accessible to screen reader software
  • you may not be able to skip to the main content when using a screen reader.

There are other accessibility requirements that are not applicable. For example, this website does not have video content. If it did, accessibility would require captions.

NTBCC has no text relay service for people who are D/deaf, hearing impaired or have a speech impediment. NTBCC is an entirely voluntary organisation, albeit with a statutory requirement to exist, unfortunately with no funds to provide such services.

Technical information about this website’s accessibility

NTBCC is committed to making its website accessible, in accordance with the Public Sector Bodies (Websites and Mobile Applications) (No. 2) Accessibility Regulations 2018.

Compliance status

This website is not compliant with the Web Content Accessibility Guidelines version 2.1 AA standard. The non-compliances and exemptions’ are listed below.

  • It would be a disproportionate burden to ensure compliance for all current content. According to the UK Government’s own statements, it would cost at least £1300 to ensure compliance. NTBCC’s total annual income is around £1000.
  • As stated above, NTBCC believes that its website is mostly accessibility-compliant, with the exception of not having ‘alternative’ texts for most images.

Non-compliance with the accessibility regulations

Some images do not have a text alternative, so people using a screen reader cannot access the information. This fails WCAG 2.1 success criterion 1.1.1 (non-text content).

NTBCC plans to add text alternatives for all images by December 2022. When NTBCC publishes new content we’ll make sure our use of images meets accessibility standards.

Disproportionate burden

Navigation and accessing information

There’s no way to skip the repeated content in the page header (for example, a ‘skip to main content’ option).

It’s not always possible to change the device orientation from horizontal to vertical without making it more difficult to view the content.

It may not be possible for users to change text size without some of the content overlapping.

Interactive tools and transactions

There is only one interactive form, the contact us form. It may be difficult to navigate using a keyboard because, for example, some form controls are missing a ‘label’ tag.

NTBCC has assessed the cost of fixing the issues with navigation and accessing information, and with interactive tools and transactions. NTBCC believes that doing so now would be a disproportionate burden within the meaning of the accessibility regulations. NTBCC will make another assessment towards the end of 2022.

Content that’s not within the scope of the accessibility regulations

PDFs and other documents

None of NTBCC’s PDFs and Word documents are essential to providing our services.

The accessibility regulations do not require us to fix PDFs or other documents published before 23 September 2018 if they’re not essential to providing our services. For example, NTBCC does not plan to fix PDFs linked to in this post: https://www.ntbcc.org.uk/proposed-demolition-redevelopment-of-the-former-rbs-site-summary-of-ntbccs-position.

Any new PDFs or Word documents we publish will meet accessibility standards.

Live video

NTBCC does not plan to add captions to live video streams because live video is exempt from meeting the accessibility regulations. Also, our website cannot even host video, live or otherwise.

What we’re doing to improve accessibility

NTBCC’s accessibility roadmap is

  • Ensure we continue to use compliant base software such as WordPress
  • Ensure any future images have alternative texts
  • Update existing images to have alternative texts by the end of December 2022.
  • Avoid use of PDFs and Word documents except where doing so would be a disproportionate burden.
  • Implement any other accessibility features we can except where doing so would be a disproportionate burden.
