Civic Licensing – Public Entertainment : Motion to ban Military Aircraft Flypasts

Following up on last year, where the demand to ban Edinburgh Tattoo Flypasts was submitted to the Full Council meeting on 27th June 2024 as a question: Civic Licensing – Public Entertainment : Demand to ban Tattoo Flypasts

The demand was re-iterated this year, and submitted to the Full Council meeting on 8th May 2025 as a motion:

By Councillor Heap – Public Entertainment Licences (Aircraft flypasts)

“Council notes:
1)         That some events in the city involve aircraft flypasts, often at low altitude.
2)         That many people find such events entertaining, though others may experience the flypasts as a nuisance, or distressing.
3)         Also that allowing events with polluting flypasts performed purely for entertainment is not compatible with the city’s Net Zero targets.

Council therefore agrees:
4)         A report by the first Full Council meeting after summer recess exploring the methods by which the Council could stop aircraft displays including, but not limited, to the attachment of a condition to public entertainment licences.
5)         “Aircraft displays” includes aircraft powered by fossil fuels, including jet; turboprop and helicopter aircraft, but does include drones nor model aircraft.”

Civic Licensing – Public Entertainment : Demand to ban Tattoo Flypasts

Following up on a previous demand from the City of Edinburgh Council, which brought the reduction of Tattoo Flypasts from seven in August 2023 to five this year, the following Question was submitted to the Full Council meeting on 27th June 2024:

Noting the recent decision of the Culture and Communities to express, on environmental and welfare grounds, regret at military jet flypasts during the Edinburgh Royal Military Tattoo, what routes the Council can take to reduce or end the use of these flypasts?
